Each province, autonomous region, municipality under the central authority, city directly under state planning and the Quality and Technology Supervision Bureau of Army Production Corps in Xinjiang:
To strengthen the registration management of operating boiler and pressure vessel and normalize the registration of operation, according to the concerning stipulations as regulated in《Safety Supervisory Regulations for special type equipment》, 《The management for registration of operating boiler and pressure vessel》 was set down by the state administration and shall be executed from September 1st, 2003. Now the document is printed and distributed to you. Please carry it into action earnestly. In case any problems should occur during execution, they shall be reported to The Safety Supervision Bureau of Boiler and Pressure Vessel under the State Administration in time.
The original document《Management for registration of operating boilers》(LRG No. 2 [1986] and《Management for registration of operating pressure vessel》(LBF No. 442 [1993] as set down by Ministry of Labor and Personnel (Ministry of Labor) shall be abolished simultaneously.

The management for registration of operating boiler and pressure vessel

Chapter 1 General principles
Article 1 In order to strengthen the registration management of operating boiler and pressure vessel and normalize the registration of operation, according to the stipulations as regulated in《Safety Supervisory Regulations for Special Type Equipment》, this procedure was formulated.
Article 2 Registration procedures shall be made for application of following boilers and pressure vessels:
(1) The boilers within the scope as regulated in《Safety Technology Supervisory Regulations for steam boiler》, 《Safety Technology Supervisory Regulations for Hot Water Boiler》and 《Safety Technology Supervisory Regulations for Organic heat carrier boiler》.
(2) The stationary pressure vessel, movable pressure vessel (railway tank car, automobile tank car and tank type container) and oxygen chamber within scope of regulations as given in《Safety Technology Supervisory Regulations for Pressure Vessel》, 《Safety Technology Supervisory Regulations for Ultra High Pressure Vessel》and《Security Management Regulations for Medical Oxygen Chamber》.
Article 3 The organizations and individuals which operate boiler or pressure vessel (hereinafter abbreviated as user) shall make registration for application of boiler and pressure vessel and receive《Registration license of operating special type equipment》(hereinafter abbreviated as registration license of operation, refer to Annex 1) according to this procedure. It is not permissible to operate the boilers and pressure vessels without making registration and receiving the registration license of operation. This procedure is not applicable to boilers and pressure vessels used by military equipment, nuclear devices, aviation and spacecraft, railroad locomotive, offshore facilities and ships.
Article 4 The registration license of operating boiler and pressure vessel shall be valid during the qualified period regulated by the regular testing for boiler and pressure vessel.
Article 5 The State Administration for Quality Supervision and Inspection and Quarantine shall take charge of supervision and control of registration of operating boilers and pressure vessels throughout the country and local quality technical supervision department above county level (hereinafter abbreviated as quality supervision department) shall take charge of supervision and control of registration of operating boilers and pressure vessels within the territorial district.
The quality supervision department on province level or of the city with dividing districts shall be the registration organization for boiler and pressure vessel application. The registration of operating power station boiler belonging to national large-scale company of power generation shall be proceeded by quality supervision department on province level and the registration of operating other boilers and pressure vessels shall be charged by quality supervision department of the city with dividing districts.
State and Meng league of region level and the region level city without dividing districts shall take charge of registration of operating boilers and pressure vessels within the territorial district just like the city with dividing districts.
The quality supervision department of the municipality under the central authority shall consign the quality supervision department on the lower level to take charge of registration of operating boilers and pressure in its name.

Chapter 2 Registration of operation
Article 6 Before putting into application of each set of boiler or pressure vessel or within 30 days after putting into application, the user shall apply to the local registration organization for making registration of operation and receiving of the registration license of operation.
In case the user is using leasehold boiler or pressure vessel, the unit with property right shall apply to the local registration organization where the equipment is to be applied for license of operation which is to be used by the user together with the equipment.
Article 7 For registration management of operation, the user shall provide the registration organization with document concerned according to following regulations for each set of boiler or pressure vessel as well as its safety accessories such as rupture disk of safety valve and emergency cut-off valve, etc.:
(1) Product quality certificate, descriptions for installation, application and maintenance, and the supervision testing certificate for manufacture and installation procedure as required by safety technique specifications;
(2) Supervision testing report for safety performance of imported boiler or pressure vessel;
(3) Installation quality certificate for boiler and pressure vessel (annex 4);
(4) Method of boiler water treatment and water quality indexes;
(5) Quality identification or product quality certificate and imperative product authentication certificate for moving part and pressure accessories of mobile type pressure vessel vehicles;
(6) The rules and regulations concerned for security management of boiler and pressure vessel.
Article 8 The document as relative to Article 7(1) and 7(2) shall be sufficient for registration management of operating following boilers and pressure vessels:
(1) Steam boiler with water capacity less than 50L;
(2) Steam boiler with rated steam pressure not exceeding 0.1Mpa;
(3) Hot water boiler with rated outlet water temperature lower than 120℃ and rated thermal power not higher than 2.8MW;
(4) Pressure vessel, which is affiliated to machinery equipment and forms a complete integrity with the machinery equipment.
The operating registration management for subsidiary steam (water) cylinder in boiler room shall be made together with the boiler and no separate license shall be issued for it.
Article 9 For management of registration of operation requested by the user, the《Boiler registry card》or《Pressure vessel registry card》(hereinafter abbreviated as registry card, see Annex 2 and annex 3) shall be filled in for each set of equipment and shall be submitted to registration organization in duplicate.
Article 10 Received the document submitted by the user and the registry card filled in by the user (hereinafter abbreviated as registry document), the registration organization shall examine them and make the registration of operation in time according to following regulations:
(1) The examine shall be made on the spot as far as it is possible. The registration license of operation shall be issued on the spot when registry document conforms to the regulations in this procedure; in case it dose not conform to the regulations, a notice of reject shall be issued and reasons for reject shall be given in written form;
(2) When it is impossible to make examination on the spot, the registration organization shall provide the user with credence for acceptance of the registry document. The user shall receive the registration license of operation or reject information with the registry document acceptance credence at the informed time;
(3) For one application with registry number less than 10 sets, the work of examine and license issuance shall be fulfilled or the reason of reject in written form shall be given within 5 working days since the date when registry document was accepted; for one application with registry number more than 10 sets and less than 50sets, the work of examine and license issuance shall be fulfilled or the reason of reject in written form shall be given within 15 working days since the date when registry document was accepted; for one application with registry number more than 50 sets, the work of examine and license issuance shall be fulfilled or the reason of reject in written form shall be given within 30 working days since the date when registry document was accepted;
Article 11 For management of registration license of operation by the registration organization, the registry code and the license number shall be compiled according to《Regulations in compiling of registry code and license number of boiler and pressure vessel》.
For management of registration license of operation for mobile type pressure vessel, the “IC card of mobile type pressure vessel” which records the ex-plant information and operating registration information shall be release at same time.
Article 12 When registration organization provides the license to the user, the document and a copy of filled registry card submitted by the latter shall be returned.
The user shall establish safety technique archives and the registry card and registry document shall be preserved properly.
Article 13 The registry card shall be hung in the boiler room or fixed on the body of pressure vessel (with exception of those impossible to be hung or fixed) and the number of the registration license of operation shall be sprayed at the remarkable part of the boiler or pressure vessel by the user.
Article 14 Should the user use the boiler or pressure vessel made by organizations without manufacture license, the registration organization shall not make arrangements for registration for it.

Chapter 3 Registration of alternation
Article 15 In case the safety condition of boiler and pressure vessel is changed or they shall be out of operation for long time, or removed to another position or transferred to another owner, the user shall apply to the registration organization for registration of alternation.
Article 16 Should following alternations occur to the boiler or pressure vessel, the user shall apply to the registration organization for registration of alternation with concerning document within 30 days since alternation:
(1) In case boiler or pressure vessel has been importantly repaired or modified or pressure vessel has changed its purpose or operation medium, the technology files, drawings for repairing and modification as well as the supervision testing report of the important repair or modification as relative to the boiler or pressure vessel shall be submitted.
(2) In case the class of safety condition of pressure vessel has been changed, the registry card of the pressure vessel as well as technology files and regular testing report of the pressure vessel shall be submitted.
Article 17 Should the boiler or pressure vessel be out of operation for more than one year, they shall be sealed up by the user and the user shall apply to the registration organization for stop operating the equipment within 30 days since the sealing and return the registration license of operation to the registration organization for keeping. Regular testing shall be proceeded for re-operating the equipment and the user shall apply to the registration organization for start using of the equipment with qualified regular testing report and get back the registry card from the latter.
Article 18 When boiler and pressure vessel are to be removed within the administrative region of the registration organization, the user shall submit the registry document of the boiler and pressure vessel and the installation supervision testing report to the registration organization after removal and before putting into operating the equipment for application of registration of alternation.
Article 19 When boiler and pressure vessel are to be removed out of the administrative region of the registration organization, the user shall apply to the original registration organization with original registration license of operation and registry card for cancellation. The original registration organization shall make mark of cancellation on the registry card and sign and issue the 《Identification for ownership transfer or removal installation of boiler and pressure vessel》to the user (see Annex 7).
When removal installation is finished, the user shall, with《Identification for ownership transfer or removal installation of boiler and pressure vessel》,the registry card with cancellation mark and registry document of the boiler and pressure vessel, apply to the registration organization at the region where the equipment was removed and installe
