副井井筒φ50管电气焊拆除安全措施
一、 作业内容
副井井筒因工作需要需敷设两根MYJV42 8.7/10KV 3×50/10KV动力电缆，在施工过程中需使用电气焊拆除副井水仓以下60米的φ50管路并使用绞车将拆除后的管路运至地面，为保证施工安全，特编制本电气焊使用安全技术措施。

五、 施工前准备
1、编写施工安全技术措施，审批后，组织施工人员认真学习措施并签字。
2、施工前准备好电焊机、电焊条、氧气、乙炔、电气焊用具、绝缘手套及常用工具。
3、清理施工现场，各施工材料准备齐确保不存在安全隐患。
电气焊工必须持证上岗。
六、 安全技术措施
1、每次电气焊施工前必须组织所有参加人员认真学习本措施并签名，签字后方可参加施工。认真落实施工及安全注意事项，严格按措施施工
2、工作地点要有专职安全员进行检查和监督，配备两台灭火器、两只消防水桶和一把消防铁锹，施工前要在施工地点接有水管并对工作地点进行洒水，充分湿润，割下的铁块或电焊条头及时用水熄灭或放置在盛有水的消防桶内。
3、瓦检员在施工前对施工地点瓦斯浓度进行检查，同时在施工过程中密切监视检查变化情况，一旦发现浓度达到0.8%，应立即停止电气焊作业，加强通风进行处理，达到规程要求后，方可恢复施工。
4、电焊、气割周围10米范围内不得有可燃性材料。施工负责人要提前检查施工现场，彻底清理施工范围内的杂物及浮煤等易燃物品。
5、工作地点要求有良好的通风，以及时排除工作场所有害气体。
6、施工负责人要提前对使用的工具、电气焊用具材料等全面检查，严禁使用不合格的电气焊用具。
7、施工前，必须在施工现场周围设警戒线，拉警戒绳，并有专人监管。
8、电气焊用具操作前检查内容：
（1）、乙炔发生器（乙炔瓶）、氧气瓶、胶管接头、阀门的紧固件应紧固牢靠，不准松动，破烂和漏气。护圈、气嘴、保护帽必须保证完好，气瓶要有防震胶圈，带有安全帽。
（2）、氧气瓶、乙炔管有漏气、老化、龟裂等，不得使用。管内应保持清洁，不得有杂物。
（3）、检查防护面具是否完好，镜片和电焊手套是否完好。
9、氧气、乙炔瓶在撞车及运输过程中必须要专人搬运，专人看护，要分装分运，轻拿轻放；使用时必须采用防滑装置，用其他物件把钢瓶固定牢固，防止钢瓶下滑或歪倒伤人。
10、旋开氧气瓶、乙炔瓶阀门时不要太快，防止压力气流激增，造成瓶阀冲出等事故，减压器与瓶阀连接必须可靠，严禁漏气，避免发生爆炸事故。
11、氧气瓶、乙炔瓶应放置牢固，乙炔瓶必须垂直放置，不得卧放，以防丙酮流出。乙炔瓶不能遭受剧烈的震动和撞击，以免瓶内的对空性填料下沉形成空洞，影响乙炔的存储。
12、气带、割具连接后，必须妥善保管，防止受到碾压和其他外力冲击，焊具停止使用时必须放置在安全位置，不准随意乱放。
13、电焊机、把子线、地线、电焊把子在使用前必须检查是否完好，严禁使用不合格的电焊用具。电焊机必须由专职电工进行接线，接线时必须停电，严格按电焊机说明书接线，并执行好停电、验电、放电三保险制度。
14、电焊工应熟悉现场的工作，电焊技术熟练，工作时应戴好防护用品，并持证上岗，其他人员严禁操作施工，电焊把子严禁对准人和其他用品，不要把电焊钳夹在腋下活将电缆绕挂在脖子上搬移被焊物件。改变焊机接头，检修焊机或转移工作地点时，必须停电，严格执行停送电制度，
15、气割时，要保护好气带，防止镏渣烧坏气带。气焊工必须佩戴好防护用品。施工中发生回火时应先关氧气阀后关乙炔阀，乙炔管着火时，可采用弯折管的方法熄火。
16、在使用气割时，氧气瓶，乙炔瓶必须在施工地点上风侧，氧气瓶、乙炔瓶依次放在施工地点10米以外，且两瓶相距5米以上。
17、氧气瓶、乙炔瓶及气带上严禁有油迹。不准用带油渍的手套搬运、操作电焊用具。
18、安全负责人要认真负责，及时检查工作现场的不安因素，发现问题及时处理，并监督好措施执行情况。
19、施工现场必须由一名区队干部盯班，同时安全负责人要认真履行职责，确保施工安全。
20、在电气焊时，若附近有电缆线路，必须先将电缆线保护好后方能进行电气焊作业，且作业后及时用水将热点区域浇至常温。
21、烧焊过程中，要确保施工质量，发现问题及时整改。
22、施工过程中，所有人员要听从施工负责人的统一指挥，任何人不得违章作业，违章指挥。
中断或结束后，要安排专人清理现场，消灭残余火23、烧焊种。一小时后无问题，方可离开现场。
25、电气焊施工完毕后，工作地点应该再次在施工地点10米范围内用水喷洒，并安排专人在工作地点留守检查一小时，发生异常情况立即处理，知道确认无问题后方可离开现场。
26、其他未尽事宜严格按《煤矿安全规程》和《工种操作规程》中的有关规定执行。
