二、 短文
1. Evaluation of Proposal
The evaluation of the Bidder's proposal will not be limited to price but also take into account technical capability, working experience in the related field, time schedule of the Works, reliability of execution plan, etc. It is therefore of essential importance that all the information requested in Clause 14 "Contents of Proposal" hereinbelow be contained in the Bidder's quotation.

The client reserves the right to accept other than the lowest quotation and to accept or reject any quotation in whole or in part, or to reject all quotations with or without notice or reasons, and if no quotation is accepted to abandon such work or to have the work performed in such other manner as we may select. Partial or incomplete quotations will not be accepted.

The successful Bidder shall be notified as soon as practical after the bid closing date. Such award will be contingent upon successful contract negotiations.

The unsuccessful Bidders shall be informed by direct communication or by facsimile. No communication or further correspondence on the reasons for unsuccessful bids will be entertained.

2．Familiarization with Working Conditions
It is the Bidder's responsibility to familiarize himself with the work to be performed in accordance with the Inquiry Documents, including but not limited to working conditions, location of the work, and all other requirements, such as local conditions, applicable laws and regulations, labor condition, environmental aspects, etc., in order to submit a firm and comprehensive quotation. The Bidder shall also check and verify the local information contained in the Inquiry Documents and is expected to have fully satisfied himself thereon before submitting his quotation.

The Bidder shall make his own arrangements and inquiries with regard to the loading, unloading and transport of all construction equipment and material required for the work. The Bidder shall make all necessary investigations as to the heaviest loads that can be handled at ports or transported to the work site by road, railway or river, in particular with regard to the weight-bearing capacity of all bridges and culverts, and the Bidder shall comply with all relevant regulations of the governmental departments in connection therewith.

The submission of a quotation will be considered evidence that the Bidder has visited the work site and/or is aware of all the conditions which may affect the work and the Bidder’s quotation, whether or not such conditions are referred to in the Request for Quotation.

3．Organization Chart
The Bidder shall submit a separate organization chart for the construction activities. Where the said activities are carried out at two locations or more, the Bidder shall prepare and submit separate and integrated organization charts covering the respective locations. The organization chart shall be accompanied by:

l A short description of responsibilities and scope of authority of various personnel functions shown.

l Curriculum vitae for key personnel (name, qualification, experience, background, age, length of service in your company, etc.). All key personnel shall be the Bidder's own employee and any appointment to key personnel of temporarily hired personnel or the Bidder's subcontractor personnel shall not be allowed.

l Total number of company's permanent staff and contract staff stating job category.

l Name and level of authority of Bidder’s designated “sponsor” for the project.

4．Erection Contractor’s Responsibilities
ERECTION CONTRACTOR warrants that it has informed itself of the nature of the WORKS and that it has gathered and verified all information that may be of relevance to the performance of the WORKS including, without limitation, information related to local circumstances and facilities, and amenities, climatical conditions, conditions of labour, safety requirements and character of the WORKS. Any failure by ERECTION CONTRACTOR to take account of matters that may be of relevance to the performance of the WORKS shall not relieve ERECTION CONTRACTOR from its obligations under the ERECTION CONTRACT. ERECTION CONTRACTOR further warrants that it has the experience and capability, sufficient and competent supervisors and other personnel, as well as all necessary facilities required for the proper and timely performance of the WORKS and that it shall continuously provide such personnel and facilities.
