1.0 Purpose
目的

1.1 The purpose of this document is to outline, assess and track Environmental & Occupational Health and Safety performance, establish related Environmental & Safety Management Program (ESMP) and institute programs that would result to continuous Environmental & Occupational Health and Safety performance improvement.

2.0 Scope

2.1 This document applies to all activities related to improvements initiated within the factory that would contribute to the overall environmental & occupational health and safety objectives as set forth in XX’s environmental & occupational health and safety policy.
本规范适用于在工厂范围内发起的，阐明XX环境、职业健康安全方针的，致力于全部环境、职业健康安全目标的有关改善的活动。

3.0 Definition
定义

3.1 Environmental & Safety objective: refers to XX’s overall objectives geared towards improvement in the environment & safety, and realization of the environmental & safety policy as envisioned by XX’s Top management.

3.2 Environmental & Safety target: refers to the detailed environmental & safety performance requirements as a consequence of the objectives set forth by the company.

3.3 Environmental & Safety program: refers to feasible actions and plans in line with the company’s environmental & Safety objectives and target.

4.0 Responsibility
职责

4.1 The Environmental & Safety Management Committee (ESMC) as a collegial body is responsible in setting XX’s Environmental & Safety Objectives and Target and laying out the Environmental & Safety Management Program (ESMP). This team is responsible in making sure that progress as laid out in the ESMP is reviewed on a periodic basis and target realized with the minimum resources used to achieve its goals.

4.2 The ESMC is responsible in designating an Environmental & Safety audit team that would periodically assess the effectiveness of the Environmental & Safety Objectives and Targets and the corresponding ESMP and reporting to the committee any appropriate actions needed to meet the objectives and target in a timely fashion.

4.3 The ESMC is to report the progress of the ESMP to Top Management during the Environmental & Safety Management Review and raise to Top management resources needed to achieve these goals.

5.2 Process Description

5.2.1 Environmental & Safety audit
执行环境安全审查

5.2.1.1 The Environmental & Safety audit team should obtain an approved copy of the Environmental & Safety Objectives and Target from the ESMR and use this as a basis when conducting the audit.
环境安全审核组应向环境安全管理代表获得环境安全目标和指标的核准副本以此为基础开展审核。

5.2.1.2 Any observations during the audit that is not in line with the defined Objectives and Target and the ESMP should be raised to the ESMC so appropriate corrective and preventive actions can be pursued. Objectives and Targets, where appropriate, can be revised with the approval of the ESMC and the ESMR.
任何在审计过程中不符合规定的目标和具体目标和环境安全管理计划的意见，都应该反映给环境安全管理委员会，所以以采用当的纠正和预防措施。在适当情况下，目标和指标都可以在ESMC和环境安全管理代表的批准下，进行修改。

5.2.2 Drafting objective and target

5.2.2.1 In drafting the Objectives and Target, the ESMC should align with the company’s Environmental & Safety Policy and ensure that it is aligned with the Top Management’s environmental & safety vision.

5.2.2.2 Target should be in a way where it will show improvement based from the previous performances.

5.2.2.3 Where target is achieved, a new objective and target should be generated with the performance requirements exceeding that of the just achieved target. This is a continuous cycle as part of XX’s continuous improvement program

5.2.3 Drafting of the Environmental & Safety Management Program

5.2.3.1 ESMP should be laid out to reinforce and ensure that what is needed to be done, who needs to do it and when the defined actions are to be done to achieve Objectives and Target are well defined .

5.2.3.2 ESMP must be reviewed from time to time and/or whenever an action is completed to assess effectiveness. New action plans may be added in the ESMP’s where these actions can help accelerate achieving the Objectives and Target.

5.2.3.3 ESMP must contain the method and the process of reaching environment & safety objective, including:

5.2.3.3.2 Implementing department who will execute the program

5.2.5 Planning

5.2.5.1 Distribute a copy of the approved ESMP to all EMC members and relevant individuals who need to know and who, in one way or another, will be involved in the execut ion of the program

5.2.7 Validation of implementation efficiency

5.2.7.1 ESMR or any member of the ESMC must highlight any issues related to the ESMP that may cause undue delay to the program for immediate action.

5.2.8 Present implementation result:

5.2.8.1 ESMR or any designate member of the ESMC shall present an update of the ESMP from time to time as necessary to ensure program is implemented according to the plan. ESMR or any member of the committee can call an meeting where necessary if there are factors that may affect the achievement of the Objective and Target and/or the ESMP.

5.2.9 Yearly Objective and Target assessment

5.2.9.1 Every end of each year, the ESMR and the ESMC must convene and review the entire Objective and Target, review what has been accomplished for the year ending and define new Objectives and Target that may be relevant to the existing operations. Corresponding ESMP should be revised in line with the new Objectives and Target.
